Start, Control Panel, Sounds and Audio Devices. Under (within) the Volume Tab, Speaker Settings.

Try your Help menus.

You must have a Media Center PC to have that tab you posted...just a guess.

The only way that I can change sample rate on this system...is to use Cool Edit (or other recording/editing software) to adjust music files. That's not a native XP function, AFAIK.
