Difficulty removing a ClickOnce application

So awhile ago, I installed the AeroWeatherapplication.
What it does is change the color of the Taskbar's Aero to a color based on the weather.

I uninstalled it, but everytime I startup my computer, I get a window that checks for the requirements of the application and then asks if I want to install the application again.

I've tried clearing my application cache and I've removed the .NET Framework, and I'm at my wits end. I really like having as minimal a startup list as possible and this is annoying.

Sweet mother of mercy! I had tried Revo awhile ago, but it didn't remove it then. But for some reason this time it worked XD
