FPS 1-2 Bandwidth 0 World of Warcraft

I continually run low FPS in WOW and the bandwidth shows 0 all the time. I have tried port fowarding and allowing the program through my firewall, as well as limiting my start up programs to just the essentials. I also stop any unnecessary processes and nothing seems to help. This is a new system, and I have no problems with any other games that I play. Here's a quick rundown of my system.

CPU: AMD Athlon II x4 635 Propus
RAM: G.Skill DDR3 SDRAM DDR3 1333 4GB
GPU: ASUS Radeon HD 4870 (1GB GDDR5)
Motherboard: ASUS Crosshair IV Formula
HD: 3 WD caviar 250GB running RAID 5

Running all Video settings in game on low.

I'm on Verizon Fios and I have norton 360 if that makes any difference.... any suggestions will be appreciated and attempted.
