Flash Content on Standard Accounts

We have a desktop that runs Windows 7 Home, 32 bit. There are 3 accounts: myself (Admin), my wife (Admin) and my oldest son (Standard).
However, whenever he goes on a site with flash (like youtube) it states that Flash player needs to be installed.

We do have flash installed for both browsers (IE & Firefox). We are able to get Flash on our accounts but not my son's.
I have locked down his account with restrictions, however, I do want him to view flash on child friendly websites.

How can I do this without upgrading him to an admin account? Is this possible?
Is the flash restriction on Standard accounts by design in Windows 7?
