Windows Vista Boot Error

Toshiba Satellite running Windows Vista

Start up computer and during the Windows Loading screen, the computer flashes a blue screen for a millisecond and then goes black and restarts.

Cannot boot into safe mode, and when I put in the Vista Disk to check for errors in the System Recovery. It cannot automatically fix the errors it finds.

Any ideas?
Is this a Motherboard error?

The hard drive and RAM pass test saying that they aren't corrupted.

After your computer restarts does it say something like: *Choose from the following options* and you have to click either
1) start windows normally
2) something that i cant remember at the moment =)
3) Check for errors
If you dont click anything, it checks for errors in several seconds and it takes REAAAALY long to wait for it?
It happens to me all the time and I asked about this on some other forum and was told its one of those vista errors. It's fixed in the new Windows 7 though.
