safe mode failed

I was trying to get a pc into safe mode (over the phone) Pressing F8 wouldn't work so I told my friend to use the run..msconfig and then BOOT.INI and ticked on safe mode. Now the pc wont boot up. Any suggestions please?

The error is it comes on XP goes blank then a message mode not supported. H:64.2KHZV;60.2HZ

I have a "mini copy of xp" which runs off the dvd. How could i access this file and fix it or linux?
