Network Connection No IP and Infected?

Hi All.
I am working on a computer for a friend and it seems to be pretty badly hosed up.

It can not connect to the network. It never gets an IP address. Always times out. I tried to manually set a static and even the DNS and could not get a connection. I installed a spare NIC I had at and that card is having the same issue leading me to think it is something on the computer instead of a hardware issue.

It is running Win XP Pro SP3. They told me that they were having popups from one of those "you're infected, buy our product" things. I don't know how much or what they tried on their own before asking my help. I have installed Malwarebytes and run that. It found a rogue.multiple that i was able to eliminate. However the network has not come back.

So any suggestions of something I'm not thinking of?

Edit to add: The virus seems to have removed McAfee as well.
