Blinking red LED on motherboard

There is a constant green LED near the power supply and then a 2nd blinking red LED near the ram and front panel connectors. Right below the blinking red light it says "Front Panel USB" (although the front panel USB seems to be in its proper place). When I power on, the PC turns on, but windows wont load on the monitor and the monitor stays in standby mode. Also, the keyboard lights do not come on. The computer is an emachines D2880. The computer is horrible but I am giving it to a refugee family who could really use it. Thanks!

Hello esray29 and :welcome: to BleepingComputer first unplug your power cord and if there's a power switch on the power supply shut it off,then turn on your computer to use up any power left in it.Then plug in your power cord and turn on power switch on power supply check if the red light is on steady then try to boot up your computer, does your computer beep when you turn it on if yes how many times there should be a beep code for your motherboard. You will have to find out who the mfg. and model of the motherboard is to find exactly what the flashing red light means.What do you think happened prior to this problem a little history would help. :unsure:
