Stuck in safe mode, no internet, netbook acer d250

I have not heard from anyone, knowing I am not the only person looking for help am ever patient.

My ACER D250 is stuck in safe mode, firewall disappears as do virus programs after a Microsoft update. It says the ICS service is not available, can't change anything with device manager as it will not let me in safe mode...So how much @$#@ am I in?

Can't restore, no restore points, tried bios and management restore it says my password does not match! Yet it is the master PW i set originally. No warranty left.

So what I might do but not sure how to do it. I borrowed a freinds Laptop, Dell, downloaded Windows to a USB drive, can I reprogram, don't care if I lose all data, I can start over,should I just buy another laptop or can this one be salvaged?
