Load needed Kernells

Hi I got a problem.
Upon startup I get this error message
LOAD NEEDED KERNELLS FOR DLL
Contact your Support person.......etc
I have tried to repair with the XP CD in the RECOVERY CONSOLE
with the following commands
CHKDSK /R
CHKDSK /P

EXPAND E:\I386\HAL.DL_ C:\WINDOWS\SYSTEM32
it prompted me to overwrite the HAL.DL and I said YES

But upon restarting it is still asking to load the needed kernells for DLL

Please help me, I just do not want to reinstall Windows again if that is the last option.

System make/model please

Do you have access to an XP cd?
In the beginning there was the command line.

Acer Extensa 4210
Laptop
Windows XP Service Pack 3

the actual message on screen is -

Windows could not load because of an error in the software.
PLease report this problem as:
Load needed DLLs for kernel
Please contact your support person to report this problem



and yes I have an XP CD Service Pack 3
