XP PRO service pack 3 can't launch IE need to fix infected pc

I'm logging this from a laptop on the same wireless network with the infected PC. At one point I got IE to launch on the PC, but it complained that there was no network connection. Since the laptop uses the same cable modem connection, I don't think it's the cable modem or the ISP. For a while, my email connection worked on the PC, just no IE. Now Outlook Express acts as if the cable modem isn't working.

The computer had been running slowly, but showed no other symptoms of malware until Thursday night when Security Tool popups suddenly attacked. I followed BC instructions and ran rkill and malwarebytes and those popups went away, but I haven't been able to launch IE ever since. I've been reading various entries on the BC site, trying to figure out how to proceed, but without an internet connection on the PC, I think I'm pretty much outta luck. Please help! Can this be fixed through emails or do I have to horse my PC somewhere?
