Virus blocking programs

I had this problem yesterday, but thought I had gotten rid of it by performing a full system restore. I'm running AVG 9.0. I appear to have something that has gotten control of my internet (browser: IE) as it will often redirect me to sites that try to download malicious files. AVG warns me and says it's blocked them, but then I get issues when trying to open things like AVG to scan and remove everything.

I will get a "Security Warning" saying: 'Application cannot be executed. The file avgui.exe / taskmgr.exe / anything I'm trying to start, (including a Bullguard download) is infected. Do you want to activate your anti virus software now?'

Of course I always click no, and it goes away. Has anyone had this before, and how can I get rid of the bl**dy thing permanently? So far the only ideas I have are to start the computer up in safe mode and stop the process in the task manager, but given I can't get onto my AVG I don't know what the name of the file I'm looking to block is!
