Can someone recommend me a good program to retrive deleted data from a hard drive.

Or a Program that will help fix a non bootable hard drive.

Thanks

Are these one in the same drive?

This may help with the non bootable drive and therefore recovering the data.

This may help with the deleted data if it is a different drive or my first suggestion is able to find and mount the drive but unable to recover any data.

If the drive(s) in question are suffering from mechanical failure then I am afraid to say the data is probably lost for good. There are Companies that specialize in such recovery. But it can be quit expensive.

A live CD, Ubuntu and How to can be found here is another option.
