Quake1 and steam account

my nephew has steam and he wants the game qauke1 , So I bought it for him on steam since the original disc does not work on windows 7, But how come after you pay for the game witch was $9.99 flat, I used pay pal, quicker, and then when you click onto the menu of quake it says Help/Ordering, and if you want all the episodes of Quake1 you must pay $45 and $5 for shipping but if I bought it from steam directly should I have gotten the whole game?

and I just purchased the mission packs 1 n 2 since they where cheap side, is that all I need but how come Quake still says Help/Ordering? and $45 and $5 for shipping when I bought the $9.99 game and the two mission packs that they have should that be full game now?
