Just migrated to network, icons not working on user account

A user called, their computer just migrated to the network, but a lot of the icons did not work, stated that they didn't point to any file or anything. I gave temp admin rights through the network and wen they logged in everything worked fine.

What would be the issue if a bunch of icons, for example Calculator, don't work unless the user is an admin.

When not logged into an administrator account than majority of the icons work, and have a broken icon image.

Any suggestions?

are the icons shortcuts to other computer files?

Do other peoples accounts work fine on the network?
