For a victim : the most dangerous virus is the one that infected you and damaged all your data.
For a malware analyst : the latest is always most dangerous as it utilizes something no virus has done before.

When I was in school, ILoveYou virus was praised a lot for its unique style and every magazine and newspaper called it most dangerous. Now everybody laughs at it. Now they are calling Stuxnet as unique and most dangerous.
