I keep getting notified in the bottom right corner of my screen that updates are available. I have them installed, and they say they are completed. However, minutes later the notification returns and the updates are the same as before. I even tried installing them manually one at a time...and still can't get them all to install and go away! I am using Windows XP. What is going on?!

I had the same problem last month. It was suggested that I use Add/Remove programs to uninstall all versions of .NET Framework and then reinstall. But with .NET Framework, there is the possibilty that you might not need all versions. So I did not reinstall .NET Framework 3.5 and I have had no problems with updates. Attempt to uninstall all .NET Framework versions. Then use the Microsoft cleanup utility. If a version won't uninstall, that's OK. Leave it alone. After the uninstallation, run Windows Updates and see what comes up. Reinstallation may not be necessary.
