Msn not being able to Appear Online

Recently my msn messenger fails to appear online when I want to appear online. Occasionally webpages would take a long time to load, and I would have to refresh for it to work. Just today it took a while for youtube videos to load until I restarted my laptop.

I tried repairing msn in Control Panel

I scanned with Malwarebytes and Kaspersky Paid version in safe mode after I emptied out my temporary folder, but nothing came up.

Thanks for your help.

Edit: I run on Window 7 64 bit
Edit 2: I realize that people who are already logged on msn won't see me online but those who just recently logged on will see me as Online. I tested this with several people.
