The black page with the white lettering is normal, this is the Advance options page. To navigate you use the up and down keys to move the cursor to the selection you want, and then press enter to select it. Safe Mode takes a little while to open, just watch for the prompts.

Family and loved ones will always be a priority in my daily life.  You never know when one will leave you.

I think kiba8 is referring to the Safe Mode desktop.

Can you try to bring up the taskmanager, click File > Run, type explorer and press enter?

What does happen if you do that?

Did you try to perform a Startup repair? You can do this by tapping F8 on startup, select "Repair Windows" in the Advanced Boot options menu and select the option to do a Startup Repair.

If you can see the mouse and can get task manager (Ctrl, Alt, Del) then I had this problem. What I did was re-install windows. I you find any other solution please let me know
