Hello,

Problem started a few weeks ago, sister installed Nero 7, on the PC, on bootup the screen was no longer centered. It was so far off my monitor settings couldn't fix it, so I installed Nvidia Control Panel and moved it using the tools available. I'm using 250GTS card. Problem has gotten significantly worse on bootup now. The monitor will go off and on during bootup, finally going off after the Windows 7 splash screen. Sometimes the monitor will come back on and sometimes not. If I can manage to blindly load a program, the monitor seems to come awake. Thanks in advance.

Have you been able to remove Nero 7 as yet? This warning is included on their download site

"Nero 7 has not been tested to meet all of the technical requirements to be Compatible with Windows® 7. Nero Multimedia Suite 10 has passed Microsoft-designed tests for compatibility and reliability on PCs running the Windows® 7 operating system. Upgrade to Nero Multimedia Suite 10 today for Windows® 7 compatibility".

Yes, if was the first thing I did, and the screen didn't fix itself - I know alot of options come with Nero, so I also thought it may have reverted the DirectX back to something lower, but I was still running the same Version as previous.
