paying separately for each call

I only need to make about three or four cell phone calls a year. I like to carry a cell phone when I am driving on the Interstate highway (for security purposes or mechanical failure with my car). Does anyone know of a cell phone that I could purchase whereby I would only pay for each call I made? In other words I would only pay for three or four separate calls a year? Thank you very much. There are plenty of plans out there, called "pay-as-you-go", or something similar.
I got one phone like that for my 89-years old mom (AT&T).
I pay $25 for 3 months and if minutes are not used, they roll over.
