Can't burn more than around 3gb on empty dvd

Hi.I'm not sure If this Is the right forum but I've been trying to burn files on to an empty dvd (using the "like usb flash drive" option) but when I get close to 3gb I get a message saying the Dvd Is full.
I'm dual booting windows 7 64 bit and windows vista 32 bit.I'm having this problem only on the windows 7 OS.
I've tried a no. of empty discs but It makes no difference.

Try not using the usb flash option.
