Windows 7 will not run any .exe apps except IE 9 beta

I have tried to run anti-virus and malware removal tools, like super anti spyware, malwarebytes, etc. My trend micro antivirus is the only thing that will run but it never finds anything. I tried to run the dds and gmer but they just flash for a second and then close. There are no messages, I just cant run any programs or anything. The same goes in safe mode. I am running windows 7. Thanks for your help.
