New build hang up while installing windows 7

Problem: Everything is put together, and when i try to install Win 7 it reboots after "setup is starting". It starts a cycle and reboots at the same place each time.

I used memtest86 and tested the memory (had to test the 2 sticks individualy because it was 4gb), and it found no errors
I used WD Data Lifeguard quick test and extended test, and neither showed any errors.

What could it be? My thought was to send the mem sticks and HDD back for replacements, but if if the tests showed no errors......HELP!

New build specs:
