Weird actions make me ? is it a hacker?

Hi,
I have been dealing with my internet explorer not responding and shutting down during specific times. Anytime I goto a site where I log in via password my internet explorer stops working then it tries to recover the page. Just for curiosity sake during one of these internet explorer shutdowns I ran netstat. The only address connected to me at the time was a computer in washington according to whatismyip.com and using its address lookup. I have run malwarebytes and during scans it pauses/freezes and superantispyware freezes like this during updates. I also have a windows update that wont install. I took a screenshot of the info I pulled up on that IP. I have tried to block that ip via my bitdefender firewall. My computer has been running slower than normal. Should I just re-install my OS or can this be fixed? Any help would be appreciated

Do the scans complete, and if so can you post the logs here?

Hi,
I was unable to get on yesterday to check for responses. All scans come up clean with Bitdefender , malwarebytes and superantispyware. I have scanned in safemode as well. I did notice my netstat wireless router had its easy configuration light blinking the other day. The same light that blinks when adding a new device. I can't remember what its called lol. Maybe I should just reinstall the os and reinstall the wireless router.

Did you make sure to run a full scan with MBAM and SAS?

Hi yes I ran a full scan with malwarebytes and sas. It's funny in safe mode malwarebytes doesn't hang up like it does in normal mode. In normal mode it greys out (not responding). Unfortunately I am just going to re-install the os. RRR lol takes so long to do it and re-update everything.

I re-installed my os. But, when I did bit defender found a Gen Variant TDss.43 trojan and it deleted it but upon restart I cant log into windows on that pc. I have to figure out where to go from here. I am posting this from a different pc. Also I dont know if bleeping computer changed things but after logging in when I goto forums the forums show up in a different looking screen a IP board I dont know if this is new or if both my pcs are infected. I am getting nervous and dont know whether to report my problems to authorities. Or what to do for that matter

Also there was a forum upgrade so yes its different.

Can you do the following for the other PC that will not boot:

Please follow the instructions in ==>This Guide<==.

Once the proper logs are created, then make a NEW TOPIC and post it ==>HERE<== Please include the link to this topic in your new topic and a description of your computer issues and what you have done to resolve them.

If you can produce at least some of the logs, then please create the new topic and explain what happens when you try to create the log(s) that you couldn't get. If you cannot produce any of the logs, then still post the topic and explain that you followed the Prep. Guide, were unable to create the logs, and describe what happens when you try to create the logs.

Once you have created the new topic, please reply back here with a link to the new topic.

My computer wont install updates and now has bsod errors. Im waiting until I can afford to get it in for repairs. I am giving up on trying to fix it myself I have re-installed the os three times in a row and formatted the drive each time yet still there is problems. Everytime I try and do updates and or do anything with it it somehow gets re-infected or the problem is not eradicated with re-installing. IDK .. But my patience is done. Sooo I guess this will be the first time I have had to pay to get it fixed rrrr. Maybe its just time to replace it. I will say it makes me wonder if I am the target of a hacker whom re-infects my machine every time I try to re-install the os. I will continue my schooling and maybe one day I'll be able to fix all this stuff myself. Thank you for trying to help but my machine can barely boot up and everytime I boot it up more issues happen.
