I only have about 500 to 600 hundred us dollars so should i upgrade THIS computer or buy a NEW ONE or do something else

What do you use it for? The upgrades can be 2GB to 4GB Ram and AMD Sempron processor.

im trying to make a gaming pc that can atleast play current games at low settings or medium without a lot of lag so im a bit lost here

You gonna have to play current games at low settings or medium because of your current processor. But you can upgrade your processor if you want to.

The CPU upgrade options are very limited. The fastest CPU the board is specified for is Athlon 64 X2 5600+, which takes clock from 2.6GHz to 2.8 and doubles cache. It would certainly be better, but not hugely.

Doesn't have to be AM2 or AM2+, that matters?
Unless the motherboard limits the processor upgrades by saying less than xxxx+

Only says supports Dual Core, TDP of up to 89W. Even if a BIOS update enabled recognition of Quad Core, can't use 125W TDP packages.
