MSN and webcam

Does anyone know why the MSN program will not open up the web-cam(Video Conferencing)?

When someone sends a invitation, and I accept it launches the web camera.

However when I send a invitation it does not launch the web cameras, only the instant e-mail.
I did some research and there is no web camera "icon" next to my image. I also went into audio and video in messenger with out any luck

This computers has W-7 o.s.
