ATT has a service called Smart Limits which is a paid service that allows you to block up to 15 known numbers.(Does not block calls where the number is unknown)Just calling in to block specific numbers is not done by most carriers. In fact, I know of none that currently do this. Some phones, however, have the option to set a 'no ring' option found in your contacts > edit contacts -- that allow one to ignore calls from known numbers.
My phone has a built in ability to send calls to my voice mail or to completely block them. It's very useful for me use I used to get calls all the time from unknown numbers wanting me to get a credit card with them or buy things. Same thing with some of my ex girlfriends, they no longer can call and harass me. lol
