Right click on what you want and choose "set as background". If that doesn't work, open the control panel and under appearance and themes give it a theme and desktop. Let us know if it worked.
Spike's advice: Backup your data routinely.

It's not working. When I try to click a background I click nothing. And when I press a picture and say "set as background" it remains a white background.

When you right-click on a blank area of the desktop and click 'properties' you should open a 'Display Properties' window. Under the 'Desktop' tab what does the graphic show? Is there an image selected from the list shown?
Try choosing one of the basic windows images (e.g. Bliss) rather than one of your own, does your desktop change?

What version of Windows do you have? (SP level)

There's discussion of a problem with XP dektop here.

Checking other boards for fixes shows Kelly's Korner has a number of registry edits which may fix it.
Lines 128 rh, 256 rh, 142 rh (rh = the fix is in the right hand column)

See the site for how to apply these changes and note you must back up your registry before making any changes otherwise you may not be able to recover from an error.

There are also comments that this may be a symptom of a malware infection. What protection do you have?
