Computer lags and won't install updates

so i first realized i had a problem when every couple of minutes or even seconds my browser and it seems like my entire computer lags for a couple of seconds. then i tried to install some windows updates and they downloaded but would not install. i thought i had a memory problem so i deleted frostwire (probably the reason for infection in the first place) but still the same thing. I started running scans through avast free (which i have now deleted) and came up with nothing. malwarebytes(also deleted) boot scan and found nothing. Ran a microsoft online scan and it found a worm of some kind and deleted it but thats it.. still having problems even while typing this my cursor freezes and then catches up a few seconds later. i tried installing AVG free antivirus and a error came up. i successfull installed iobit advanced systen care and iobit security 360 ran both but still same problems.must be some kind of rootkit malware right? help please. i can usually fix things on my own but i'm having problems with this one.
