Can't change IP with Windows 7

I have tried several times to change my IP with the windwos 7 version and it seems impossible .. I've done the steps of using Cmd > ipcongif /release .. then going into network connection , clicking properties of Internet Protocol Version 4 , and entering an IP ... waiting, then going back and choosing Obtain an IP Address Automatically

these steps works for windows XP and Vista apparently ..

can someone please help .. have tried also disabling connection, unplugging modem and removing battery, then enabling connection and turning modem back on ..

is there a solution for when your having troubling changing the IP for windows 7 ??

This wouldn't have to do with being banned from somewhere would it? There are ways.
