Problems with internet browsing

When I use the internet and put in a subject such as "Jobs on Indeed" a list will come up of potential sites, and when I click on one of these sites most of the time I cannot access them right away, instead a screen shows up sayiong it cannot access "IBM Blacklist Block". If I back out and try again it may do the same thing but eventually I will be able to get to the site (this could take 2, 3, 4 or more tries). When I finally access the site and then try to click on a listed job I have to go through the same process. This was just an example but it occurs all the time no m,atter what site I am trying to get to.

How do I stop this from happening so I can access the internet without it taking so many attempts which is very frustrating?

It is my personal computer I am using at home and I use goggle and MSN.
This is a new computer and I have been having problem from the time I got it

What Windows version is it?
By "what browser" I meant, Internet Explorer, Firefox, Opera, etc....
