restart issues

I am running a HP deskstop with windows vista 32 bit OS . A few days ago my computer would not come out of sleep mode. Computer would show as on but the monitor and keyboard showed no power. I shut off the computer and turned it back on. My fans were spinning in hyper speed and again no monitor or keyboard. a few more unplugs from the back of the computer and the plug strip both along with waiting a few minutes before plugging them back in gets the computer to load back up normally. All runs fine .... If i go to shut down the computer and ask it to restart it shuts down and immediately hangs in sleep mode instead of restarting. I have updated the mother board and video drivers but it has not fixed the issue. Does the bios clock battery need to be replaced or is this a virus or something else ?
