Error when I PXE boot

I"m having trouble with this one desktop. I replaced the system board twice, and hdd once. Bios is updated the hdd if you try to boot off it you just get a blinking cursor. I try to PXE boot to reload the software and I get this error

"no boot partition found on local drive.... checking machine status. the local machine does not contain any usable OS. Networking problems prevent client automation OS manager boot loader to connect to the client automation OS manager infrastructure to install this machine. the machine cannot be used in current state"

I'm doing this for a customer and we both can't figure this out. If someone can help me I'd appreciate it.
