Check to make sure that the screen resolution has not been changed, this is something that software/malware could do.
Right click on desktop, click on properties, then settings tab. If screen resolution is 640 x 480 and color quality is 16 bit or lower, then try increasing both. You may have to reboot for changes to take effect.
Another possibility is the video card. Make sure that the card has the latest drivers.
If problem persists try hooking monitor up to a different computer and see if problem persists. If neither software/malware or the monitor is not at fault you may want to invest in a new video card.
