Webcam wont install after being unplugged

iI unplugged my Logitech Webcam which had been working fine. I went to plyug it back in and it gives me this error
Error.1904.Module C:\ProgramFiles\Logitech\QuickCam\LVMComp.dll. failed to register
Someone here solved this issue in the past but I have forgotten the solution.
I use windows XP-E machine -service pack 3 if any of that info helps
