HP custom computer fan problem

Hey guys, my mom has a hp custom computer (not sure of year), The 2nd fan will not turn on and this is causing this to over heat. I have tried everything but it wont seem to work... any suggestions?

You wrote that it was a second fan, this isn't the one on the CPU?

Is this plugged into the motherboard, or directly to power from the PSU?

Family and loved ones will always be a priority in my daily life.  You never know when one will leave you.
