I have the original CD that came with the printer (HP PSC1210 All-In-One Printer) which is version 2.1. The CD includes various utilities such as:
HP Director
HP Photo & Imaging
Print Drivers, etc.

When I try to run the setup.exe file from the CD, I get the message "The file cannot be accessed by the system"

I just downloaded the latest files from the HP website, unzipped them to C:\temp\HP All-in-One Series Web Release, and when I try to run the setup.exe file I get the exact same thing.

I can't "see" my other computer so attaching the printer to it isn't an option. Both PC's are connected to the internet via a Bell wireless DSL modem/router, but I can't ping each other. File and Print Sharing is enabled.

Did you uninstall the original drivers first?

Family and loved ones will always be a priority in my daily life.  You never know when one will leave you.

Thanks for your reply!

The printer was never installed on this PC before. It was installed on my wife's PC.

While this is very old post and your response is appreciated.

I would highly recommend downloading\installing drivers only from the Manufacturers website.
