I have the Security Tool virus

Hi - I'm running Windows xp/8 (?)... I was able to download and find Rkill but can't get the program to stick before the virus shuts the computer down. I get a blue screen that says "Windows has been shut down..." and the only option is to turn the computer off. This time after I shut down and rebooted it didn't give me the option to start in safe mode. (It did previously but I hadn't gotten that far in the instructions to try it) Any advice would be greatly appreciated! Sorry if this is covered somewhere on the site, I do not have access to another computer to do more research. Thank you in advance!!
