Voice Recognition program has disappeared

I have one of the earliest versions of Vista Home Basic on a Dell D620 Latitude laptop. I've used the Voice Recognition program many times before, and while it has "stopped working" in the middle of something many times, eventually it revived.

I went to use it just now, and it is nowhere to be found. It's not in the Start menu, it's not in All Programs, I've done a search that has turned up nothing, and I don't know what else to do. I really count on it and need it back - how do I do that?
