"Windows Security Alerts" - is this normal?

A lot of times, when I boot up my computer, I get this in my taskbar:

It's not very intrusive - the balloon and the notification both go away after a few minutes. I was able to get rid of it temporarily when I got rid of some infected files MalwareBytes detected, but it's popped up again. I've seen my fair share of spyware attacks and fake notifications (although this one didn't misspell "balloon"), but it seems a little fishy to me - after all, my Avast actually updates pretty often. Bottom line, is this something I should worry about?
