Boot Problem Vista

When I turn on the Laptop I get the initial Toshiba load screen with the option to press f2 or f12 for boot options then it goes to the windows screen saying it will start in safe or normal mode and whichever option I pick all I get is a small windows logo with the the loading bar going round and round at the bottom.
What can I do to fix this? short of running a complete reboot.
