help cant access certain things in internet properties

hi new here so not sure ive got right area. my problem is as follows.....
a while ago i had a very bad virus/spyware on my system it altered all sorts including could open task manager or regedit made my network connections empty ( although could still access internet) there were various other things that i cant remember now but i managed after using several pieces of software to get rid of virus. i then found that these problems were still there so again after using several pieces of software i managed to sort these my only problem now (that i know of) is that when i go into internet properties on the security tab and privacy tab there are sections greyed out and at the bottom there is a message saying some settings are managed by your system administrator. i am the only administrator on this computer and i am logged on as administrator but cant change anything. i am using xp home so i cant go to group policy to change anything as various people on internet have already suggested so would like to know if anyone on here can solve this problem i dont want to reformat but will if i have to as i do have external drive now to back things up on.
