high cpu usage, counter strike 1.6 lags, HELP ME :S

I'm gonna try to keep this as simple as possible.

1. I have a dual core processor @ 3ghz. 6gb ram and a nvidia 9600gt 1gb graphics card.

2. I have played counter strike 1.6 for 2 years on _This_ computer without any lag at all until now. My FPS is dropping from 100 down to 90 and back, it happens even in the freaking menu of the game! I have had a steady 100-99 fps, never lower than 99 for 2 years straight. It's really frustrating since i can't perform as good as i do usually and since it's skipping frames it's really choppy and it's really hard to spray.

3. About the cpu, when i open up the task manager and quickly printscreen it i can see that it's using from 50-80% of my cpu but there's no .exe that is using it ;S! This morning i tried to format my computer but i still have the same problem. My cousin has the exact same problem too. But here comes the strange thing, he hasnt had internet for 6 months! It could be a hardware problem but im not sure. I've tried google and seen like 2 people with the same problem but when they checked their task manager there were a .exe :/
