Hello and welcome to Bleepingcomputer.

I take it your Dell Latitude 420 computer starts up, but it does not load windows, does this sound like what your problem is?

I would like to help you with your computer problem, however I need to know a little bit more about what your computer does and does not do.

Do you see anything on your computer screen at all?

For example, does the computer screen display any system errors, like no operating system installed?

Does the computer make any beep sounds?

Providing answers to the questions above will be most helpful to me in helping you.

Kind regards.
