Need recovery disk help

I am unable to restart my computer to its desktop. If I leave the drive empty, when I restart or turn on my computer, it will tell me that Windows is loading files, then afterwards take me to a blue screen with a moveable mouse, however does not progress from there. Same thing with safe mode, although the screen becomes black with "Safe Mode" written on the corners...

The main question I have, is I created a Vista Recovery disk, followed all the steps on this website: http://blogs.techrepublic.com.com/window-on-windows/?p=622 But where it shows "Figure E" it mentions the screen being on the computer blank like that, just the background for a long time. I have had that screen for hours now, and still nothing has popped up. It's my 2nd time, I tried it last night for a good 3 hours and nothing happened. Anyone know how long exactly I should be expecting to wait?

Try to download .iso file one more time and burn fresh CD.
