Have you ever been able to change the background?

Exactly what do you see when you right click on the desktop and then click "Personalize?" Do you see a list of your themes?

You are not coming off clear with what you can do. If you log on as Administrator, you can change the background/wall paper, but not as an individual 'User'?

We can't help you if we can't decipher/understand what you want to do and "who you are" (Administrator, or?) with this computer.

Log in as Administrator, then give yourself ( user) 'permission'.

Is this Windows 7 Starter? Does the Administrator Account's background change back to default when you log out of it and log back in? Some versions of Windows come with limited functionality.

Take a look at the tutorials here http://www.sevenforums.com/tutorials/?filter[2]=User%20Accounts
It looks like Add Advanced User Accounts is what you want to do to give yourself control panel permissions.
