Internet blacks-out for 5mins then returns to normal

Hello Experts!

I have a problem with my Internet browsing. The problem started a couple months ago but is getting more frequent. This is the problem: The browser works perfectly and is fast, but then, suddenly, when I click on something, it attempts to load but takes forever and then it says The browser has timed-out. I try to close and open the browser but then the homepage won't even finish loading. This internet-black-out lasts about 5minutes and then it returns to normal and everything loads quickly.

This problem occurs often when I go to a site that I visit frequently (http://hiphopgame.ihiphop.com/index2.php3?page=tracks1) but is not limited to just this site. I have used this site for years and it use to work fine up until a couple months ago.

My ISP is Rogers. I have a wired Scientific Atlanta Router, which routes to my computer and my XBOX.
OS: Windows 7 Home Premium
Antivirus: Norton Utilities and Norton Internet Security

Can anyone please help me get rid of this problem? It is extremely annoying.

During the "black out" are you able to ping your modem, router, or ISP's gateway?

I'm not too familiar about pinging, but this is what I did to try to ping. During the black out I went to Start > Typed in cmd.exe > typed in ping 192.168.0.1 and that seemed to work. Also if I type in 192.168.0.1 into the browser, that works too, even during the "black-out".

Then its a problem with your modem or ISP. I'd contact them and see what they say.
