Check to see if the sound for the clicking has been changed to None. (this is for XP)
Control Panel/Sounds and Audio Devices.
Scroll down the program events list, look under Windows Explorer for Complete Navigation.
Highlight it with your cursor.
If it has been disabled, you should see None in the drop down box when you choose Complete Navigation.
Click the drop down arrow next to Sounds just below program events. Find Windows Navigation Start, then click Apply.
Browse through your folders to see if the click sound has returned.
If you have time on your hands, you could also play around with different sounds to hear when you go through the folders.
