can't detect video or audio DVDs

My PC suddenly can't detect either video or audio DVDs. The DVD reader whirs for a few seconds, then the light goes out.
I ran a Microsoft DVD troubleshooting program, and it said "Device is not working properly (Matsh*ta DVD-RAM ...)" Does that mean it's a hardware problem?
